§ 3.3. Streets.

Latest version.
  • 3.301.

Relation to adjoining streets. The arrangement, character, extent, width, grade and location of all streets shall be considered in their relations to existing and planned streets, to topographical conditions, to public convenience and safety, and in their appropriate relation to the proposed uses of the land to be served by such streets. The arrangement of streets in a subdivision shall either:

    (1)

Provide for the continuation of existing principal streets in surrounding areas; or

    (2)

Conform to a plan for area development approved or adopted by the Patterson Planning Commission and Board of Aldermen to meet a particular situation where topographical or other conditions make continuation to existing principal streets impractical.

    3.302.

Minor streets. Minor streets shall be so laid out that their use by through traffic will be discouraged.

    3.303.

Marginal access street. Where a subdivision borders or contains a controlled access highway, the Patterson Planning Commission and Board of Aldermen may elect to require marginal access streets, reverse frontage with screen planting contained in a nonaccess reservation along the rear property line, deep lots with rear service alleys, or such other treatment as may be necessary for adequate protection of residential properties and to afford separation of through and local traffic. In cases where a controlled access street fronts or passes through a commercial area and marginal access streets are required, commercial facilities will be allowed to front on the marginal access streets.

    3.304.

Offsets. Street center line offsets, or street jogs with center line offsets, of less than one hundred twenty-five (125) feet shall not be allowed.

    3.305.

Tangents. A tangent of at least one hundred (100) feet shall be introduced between reverse curves on major and collector streets.

    3.306.

Intersections. Streets shall be said out so as to intersect at right angles. Acute angles shall be avoided.

Property lines at street intersections shall be with a minimum radius of ten (10) feet.

    3.307.

Right-of-way widths. Street right-of-way widths shall be not less than as follows:

    Street Type Minimum R/W (Feet)
    Major—Controlled access 150
    Arterial 88—100
    Collector 64—80
    Local—Curb and gutter 50
    Cul-de-sac 50 (radii)
    Open surface drainage 60

    3.308.

Minimum surface widths and cross sections.

    Urban

    Curb and Gutter

    Pavement

Local residential streets 27 feet back-to-back of curb
    Controlled access streets N.A.
    Dead-end streets (cul-de-sacs) 27 feet back-to-back of curb 40 feet radii width
Urban open surface pavement 20 feet minimum width and 4 feet minimum shoulders on each side of street

On major and collector streets, the developer shall not be required to surface in excess of twenty-six (26) feet. Other additional surfacing needed shall be provided by either the City of Patterson, St. Mary Parish Police Jury or State of Louisiana. Surfacing of streets may be at the discretion of the Patterson Planning Commission or Board of Aldermen, but sufficient rights-of-way for major streets shall be dedicated.

    3.309.

Curbs and gutters. The subdivider shall provide permanent six-inch concrete curbs with eighteen-inch integral concrete gutters, standard rolled curb and gutter, or other construction approved by the city engineer.

    3.310.

Additional widths on existing streets. Subdivisions that adjoin existing streets shall dedicate additional right-of-way to meet the above minimum street width requirements.

The entire right-of-way shall be provided where any part of this subdivision is on both sides of the existing street.

When the subdivisions are located on only one side of an existing street, one-half (½) of the required right-of-way measured from the center line of the existing roadway shall be provided.

    3.311.

Half streets. Half streets shall be prohibited.

    3.312.

Restriction of access. When a tract fronts on a major street, the Patterson Planning Commission and Board of Aldermen may require such lots to be provided with frontage on a marginal access street.

    3.313.

Cul-de-sacs. Cul-de-sacs shall be provided at the closed end of a street with a turn-around having an outside roadway diameter of at least eighty (80) feet and a street property line diameter of at least one hundred (100) feet. A cul-de-sac street length shall not exceed twelve hundred (1,200) feet unless approved by the Patterson Planning Commission or Board of Aldermen.

    3.314.

Private streets and reserve strips. There shall be no private streets platted in any subdivision. Every lot in subdivision property shall be served from a publicly dedicated street, except those as provided for townhouses or garden-houses (sections 3.12 and 3.13). There shall be no reserve strips controlling access to streets.
