§ 8.1. Amendment.

    The city council may, from time to time, on its own motion or on petition, after public notice and hearing, amend the districts and the regulations established therefor in accordance with the provisions of Louisiana Revised Statutes 33:4725 (R.S. 33:4725). Notice of such hearing shall be published once a week in three (3) different weeks in the official journal of the city, beginning at least fifteen (15) days prior to the hearing.

    8.102.

    Every proposed amendment, however, shall be first referred to the planning and zoning commission for report.

    8.103.

    No such amendment shall be effective unless the council has received a final report from the commission on the merits of the amendment.

    8.104.

    Any citizen may petition for any change or amendment in this ordinance provided that it has been six (6) months or longer since the denial of a petition to rezone a particular piece of property.

    8.105.

    The petitioner shall pay to the city a fee as set by the council to cover the cost of hearing notice publication and advertisement.

    8.106.

    Before the planning and zoning commission shall consider any proposed amendment to this ordinance, such proposed amendment shall be advertised three (3) times in the official journal of the city, beginning at least ten (10) days prior to the hearing.

    8.107.

    Where an individual or organization requests such an amendment, the said individual or organization sponsoring the amendment shall request the building inspector to post a sign on the property that is in the subject of the proposed amendment. This sign shall be a minimum of sixteen (16) inches by twenty-four (24) inches and shall contain the following information: the present zoning classification of the property, the zoning classification sought by the amendment, and the date, time, and place of the public hearing on the proposed amendment. Where more than one parcel or tract of land is involved in the proposed amendment, the sign shall be posted at a centrally located point and, in addition, at least one sign shall be posted on each block on each street involved in the proposed amendment. Such signs shall be posted not less than ten (10) calendar days prior to the date of public hearing to be held by the commission on the proposed amendment. Prior to the posting of such signs, the applicant for the proposed amendment shall deposit with the city clerk the required and designated fee payable to the City of Patterson.

    8.108.

    Upon receipt of a petition for a change or amendment, the council shall refer the matter to the planning commission.

    8.109.

    If after amended, the land is not used in the amended manner for a period of one year, the land will revert back to the original classification.
