§ 22-3. Littering prohibited.

No person shall throw, place or leave or cause to be thrown, placed or left upon or in the city streets, sidewalks, ditches or rights-of-way thereof any garbage, trash, scraps of paper, straw or any other rubbish or unclean, dangerous or objectionable or unsightly matter or material of any description.
