§ 22-46. Scattered garbage, litter and waste and refuse left by contractor not to be picked up by collection authorities.

All garbage and litter spread upon the ground near the street or point of collection shall not be picked up by the collection authorities. All waste and refuse left by a professional contractor, including, but not necessarily limited to, building contractors doing construction or remodeling, lawn or tree service contractors, will not be collected by the collection authorities.
