§ 22-54. Tampering with containers.

  • (a)

    It shall be unlawful for any person to molest, remove, handle or otherwise disturb the garbage or refuse containers or their contents which have been placed for servicing by the city collection authorities; provided, however, that this section shall not apply to the owner, occupant, lessee or tenant of the premises so placing the container and contents.

    (b)

    No person or persons, other than the current owner, occupant, lessee or tenant of the property on which the items are placed or an authorized carrier, shall remove, pick up or transfer recyclable materials left at curbside. Materials left at curbside in either specifically marked recovery containers or other type of container are to be picked up by a designated carrier for the purpose of removal of recyclable materials. Materials referred to and to be left at curbside in specifically marked containers will include, but not be limited to, glass, newspaper and aluminum.
