§ 28-2. Application, scope of fines, penalties, forfeitures.

  • In all cases when fines, penalties or forfeitures are imposed, they shall be for and extend and apply to each and every act or omission, and for each and every day of continuance of such act or omission when of a continuing character, and in addition thereto, the mayor and city council shall be authorized when in their opinion, the welfare of the city requires it to remove or cause to be removed to any other place, within or outside the city, any and all person, vessels, goods, property, obstructions, erections and nuisances that are forbidden to be or remain in the city, or any part thereof, at the expense of the offender, provided they give the offender written notice to remove, and permit a reasonable time to comply therewith.
