§ 38-50. Provisions as contract with consumer.

The rules, regulations and rates set out in this article, together with such other rules or regulations as may hereafter be adopted, shall be deemed part of a contract between the city and every consumer of water from the water system of the city and in making application for water every consumer shall agree in writing to be bound hereby.
