§ 38-65. Consumer to maintain pipes, apparatus.

All persons taking water from the municipal water system shall keep their own service pipes, stop cocks and apparatus in good repair and protected from frost at their own expense, and no rebate shall be allowed by the city by reason of the breaking of any pipes or apparatus in connection with them, or for any other cause.
