§ 8-37. Legislative intent.

  • There exist in the city, structures used for human habitation and nonresidential purposes that are substandard in structure and maintenance. Many of these structures, because of their condition, impact all residents of the city by contributing to neighborhood decay. In the absence of corrective measures, the neighborhoods where these structures are located will experience a curtailment of investment and tax revenue, an increase in criminal activity, an impairment of economic values and adversely affect the quality of life of the residents in those neighborhoods. The city council has adopted the ordinance from which this article is derived at its regular meeting convened, which is designed to establish a minimum standard for structures used for human habitation and nonresidential purposes, to create a system of inspection and enforcement of these standards and to identify the process by which repairs may be required. Condemnation and demolition of such structures may be governed by other ordinances of the city, including particularly Ordinance No. 2068.
