An Ordinance requiring the filing of plats and date of subdivisions in the City of Patterson, Louisiana; specifying requirements as to procedures, design standards, required improvements, plats and data necessary for approval of such subdivisions and providing for variances; requiring enforcement by the City of Patterson; and prescribing penalties for the violation of its provisions.

Be It Ordained by the Board of Aldermen of the City of Patterson, Louisiana, that the attached subdivision regulations be adopted in Ordinance form by the Patterson Board of Aldermen duly convened in regular session on this the 5th day of November, 1985.

General provisions. In order to ensure proper development of the City of Patterson, the subdivision of land should, through proper standards, provide for adequate light, air, open spaces, drainage, transportation, public utilities, and ensure the development and maintenance of a healthy, attractive community. At the same time, this ordinance should provide for the conservation and protection of human and natural resources. Therefore, to develop raw land for residential, commercial, industrial, schools, parks and other public uses, as well as streets and public access, seven (7) steps for good development are proposed as follows:

Subdivider sees city manager, consulting engineer, or building inspector of the city for street and sewerage requirements. Subdivider sees appropriate utility company representative for utility specifications.

(2)

Subdivider arrives at preliminary conclusions. If he decides to continue, reaches tentative agreement or understanding with those associated with him and others concerned such as the lender; prepares a preliminary plat for submission to the planning commission.

(3)

Planning commission and board of aldermen review preliminary plat and program as they relate to the plat specifications, general requirements, minimum standards, and development necessary for final plat approval. The planning commission discusses with subdivider the results of review.

Developer has drawings stamped by registered land surveyor or professional civil engineer. He submits final plat plan [to] planning commission for approval. He obtains certificate from the city manager or building inspector and parish health official certifying that improvements have been made or that a performance bond has been posted. During construction, interim inspections may be conducted and additional information concerning the development may be requested. The planning commission and the city council approve the final plat, or informs subdivider what is lacking to obtain approval for recording.

City board of aldermen inspects completed development and acts on planning commission's recommendations, if in agreement and compliance.

Subdivision plat is recorded, then developer is allowed to sell lots.
