§ 22-51. Penalty for failure to pay collection charges when due.

In the event of failure to pay the charges for collection of garbage, trash or refuse when due, or for failure to comply with any other provisions contained within this article, the penalty provisions of section 1-9 shall apply; or, in lieu thereof, the city may impose a penalty upon the responsible party in the amount of 50 percent of the charge due.
