§ 38-56. Same—Plan of improvement to be approved.

No consent or permission shall be given by the mayor and city council for the connection of and service to any water lines laid by any person, unless said person has first submitted a plan for the proposed improvement to the city, and the said plan has been approved by the mayor and city council.
