§ 40-19. Permit; procedure for obtaining.

  • No person or persons, firm, or corporation shall operate taxicabs or other motor vehicles for hire transporting passengers on the streets or public places of the city, without first having applied for and received, from the city council, a permit in the form of a certificate of public necessity and convenience. Application for said certificate shall be submitted on a form provided by the city clerk. A nonrefundable application fee shall be assessed the applicant at the time of submission of application. Notice of said application shall be prepared by the city clerk, and shall be advertised once a week for three weeks in the official journal of the city, showing the time, place and date of public hearing before the city council. The applicant shall pay cost of advertisement. At the public hearing held by the city council it shall determine the need for additional service and the quality of the service to be rendered if the permit is granted, as well as the number of taxicabs or other motor vehicles transporting passengers for hire to be operated. The nonrefundable application fee and permit renewal fee shall be in amounts as established by the mayor and city council from time to time.
