  • (a)

The building official shall receive applications required by the code adopted in section 8-1, issue permits and furnish the prescribed certificates.

    (b)

No structure shall be erected, altered, or moved and no trailer shall be sited until the building official has issued a building permit certifying that the plans for the buildings and structures are in conformity with this chapter. If, in the opinion of the building official, the land or buildings have become or are so dilapidated, decayed, unsafe, unsanitary or which so utterly fail to provide the amenities essential to decent living that they are unfit for human habitation, or are likely to cause sickness or disease, so as to work injury to the health and safety of those living therein or those in the nearby vicinity, the building official can deny such permit application.
